I don't get this, a man who has a very lucrative furniture business, cheats welfare and only has to pay back $300 a month until it's paid off, plus jail time.
Why not make him sell one of his two homes, and two of his three cars to recover some of the money, on top of the $300 a month. Money gets paid back faster.

TROIS-RIVIERES, Que. – A welfare cheat who owned two homes, three vehicles and a lucrative furniture business will spend less than two years in jail, but paying back the taxman could take a lifetime.
A judge has ordered Robert Thibodeau, 64, to reimburse taxpayers over the next 30 years after he pocketed $74,000 in social assistance cheques. Thibodeau pleaded guilty to fraud and was sentenced this week to 21 months in jail. Once he’s released, he’ll have to pay back $300 a month until 2040.
Quebec court judge Jacques Lacoursiere gave Thibodeau a tongue-lashing at a sentencing hearing in Trois-Rivieres, about 90 minutes east of Montreal. The judge said the fraudster “lined his pockets” with taxpayers’ money for 12 years.
Tips from the public had prompted welfare officials to open an investigation into Thibodeau, whose lifestyle drew immediate suspicion.
He owned two vehicles and a tow truck, and he had a cabinet-making shop in his basement. Paperwork seized from his home revealed that the furniture business was lucrative – he billed clients for $152,000 in 2008 alone. Thibodeau also owned two homes under assumed names.
